Luis has been a pioneer in economic and housing development since 1980. He created and has directed FINANTA since 1996, an $8.5million Community Development Finance Institution specializing in small business and first-time home buyer financing, as well as, business and homeownership technical assistance. Prior to FINANTA, he created and directed the CoreStates Community Development Corporation and Financing groups, a $60+ million economic/housing, and social and cultural development-investment program. A native of Costa Rica, Mora has a Bachelor of Architecture from the Federal University of Rio de Janeiro, Brazil, and a Master of Urban & Regional Planning from the University of New Orleans, Louisiana.
